I agree with the official review, both in terms of the number of stars - 4 - and the comment that cigarette effects have gone the way of the dinosaur.
Even so, there are extra effects presented on this DVD. One of the changes a crayon to a pen. It is more colorful than a cigarette, and slightly more practical. But how many kids would be impressed with changing a crayon into a pen, and how would you use the pen with the crumb-crunchers so there is a reason for having made the change?
While pondering that question, I came up with a way to use cigapen. The DVD shows how to make the effect with a sharpie instead of a Bic pen. So, on my next "sign a card" effect, I will pull out a crayon, comment about how difficult it is to sign a card with a crayon, and without cover cause the crayon to change to a sharpie - which with a misdirected change I will hand to the spectator to sign a selected card.
I believe that routine will over come the one big problem with this effect - the use of a cigarette - and that it will give the magician a reason to use one of the most visual changes that I have seen. It really does look MAGICAL.

OK, let’s just be realistic. Cigarette magic is dead.
However, this may be one of the few remaining cigarette tricks that can be performed in modern society.
As with all of Jesse Feinberg’s offerings, this is a quick, visual stunt. A cigarette turns into a pen. It sure does! Looks great!
Maybe someone out there with an anti-smoking routine can actually put this to good use. Otherwise it’s just another throwaway for the late-night bar scene.
